Wait until dry and the the tot peel it off him/herself. If it does not work the first time, try again. If this doesn't work have the tot dip the affected area, usually a fingertip or toe, into a hot as could be comfortably stood in a bowl (preferable stainless steel as it holds the heat in best) with a good amount of epsom salts. After about 5 minutes or so of soaking, the wound will be numb and, if they are not looking (i.e. watching a video or cartoons), you can slide the sliver out painlessly with a sterilized needle and lift out with tweezers and or try the glue trick again and they will think they did it themselves and won't be frightened anymore when it happens again.
